Yes, its free. All of the hardwares were shared by contributors and other users (upload their old hardware in exchange). As a user, once the new downloaded hardware finish installing into your PC, system will automatically upload your old hardware to the cloud so it can be access by others.

How the hardware exchange works?
Once a user downloaded a hardware, the matching type of hardware from the user's system will be uploaded to the cloud. At least that is how it works in our imagination, in other universe it might be possible, we need to ask Dr. Strange for confirmation. But in ours, this site is just a joke.
